Here in La Paz, everyone is abuzz at the appointment of Cecilia Muñoz to head the Office of Intergovernmental Affairs in Barack Obama’s White House. Muñoz was born in the US to Bolivia parents who immigrated to Detroit in the late 1960s, and still has family in La Paz.
